Crawling on the ground after being tackled is not considered “forward progress”. It’s a basic rule of football or ball carriers would be squirming forever.
“Where are you going with that ball ref” is completely different than (or from, or to) “Where are you going with that ball, ref?” But I suppose I’m about 57 1/2 years too late to make that correction.
