Plastic, one-use bags aren’t going to be used throughout Washington (the state, not DC) starting 1 October 2021. It will cost 8¢ to use paper bags provided by grocery stores, or free of charge if you bring in those reusable bags.
They charge 10 cents per bag here in California but no one can explain what the money is used for…
