i looked it up folks! In the internet slang of DoggoLingo, a blep is when an animal, often a dog or cat, has a portion of their tongue hanging out of their mouth.
Had a black cat who would stop in the middle of grooming with her bright red tongue hanging out. Never could figure out what that was about.
