The answer seems to be neither. What you really want to do is get a sturdy bag or two and keep using them. I think I’ve used mine long enough to pass the break even point.
Paper is recyclable and degrades quickly. We used to get free plastic bags that did start degrading in about a year. Now they are selling us virtually indestructible plastic bags as “reusable”. Who is kidding whom?

Ah, yes, I remember when the whole Paper vs. Plastic bit was our biggest problem. How naïve we were back then!

Reusable cloth bags. Except they don’t allow them to brought into stores. I take my groceries to the car and bag them in the back hatch.
