Frodo’s right, with the additional element that DC has no representation in the national government, which simultaneously declares the importance of individual rights and squelches that of the people who live in the District.
When the Constitution was adopted, D.C. actually spanned the Potomac. The Virginia side was eventually ceded back to the state. I see no reason why the Maryland side cannot do the same thing.
