As I have pointed out elsewhere, Roman Lictors carried the fasces (those bundles of rods symbolized on the arms of the seat). When an axe was included with the fasces, it meant that the Roman authority who the Lictors served had the power of capital punishment. The police have made sure that they have that power, and they do not like people to tell them that they have to be just for there to be justice.
