I think the FEMA guy is supposed to be black. Given Rall’s liberal tendencies, I don’t understand what he’s up to.
Given the obvious error of connecting FEMA to foreign crisis aid, and the racist connection between the black FEMA guy and President Obama, I think the artist (Rall) is poking fun at those on the far right - seemingly catering to the ignorant outlooks of some of them, while actually poking fun at the far-right “crazies”.
I think that basically what this is saying, without looking at the word FEMA too much, is that the U.S. Government tends to dump a lot of money into foreign crises, and then tightens the grip on its cash with issues here at home. Instead of tossing a bunch of useless money into banker’s bonuses, for example, that money could have been given to the average “Joe” in terms of adjusting their loans. The money would have still ended up in the banks, but it would have left more of our middle-class on solid ground… and since a healthy middle class is vital for economic recovery… those funds may not have been spent as well as they could have.
I understand that we have money appropriated for foreign aid. I’m not talking about that.
The government provides us with the minimum amount of economic relief possible. Just enough to discourage civil unrest, but not enough to solve the problem. It’s a balancing act the corporations that run the US have perfected.

It is not the job of FEMA to solve financial disasters for the individual.

^ No, but Obama can still do a lot more for us here on the ground, whether the disaster is earthquake or unscrupulous economic practices.
