   for you youngsters – there actually was an era when movie theatres had ushers, often with flashlights. And gas was $.22 a gallon.

   I think the FEMA guy is supposed to be black. Given Rall’s liberal tendencies, I don’t understand what he’s up to.

   Given the obvious error of connecting FEMA to foreign crisis aid, and the racist connection between the black FEMA guy and President Obama, I think the artist (Rall) is poking fun at those on the far right - seemingly catering to the ignorant outlooks of some of them, while actually poking fun at the far-right “crazies”.
