I think.. surgical masks only slows down contamination from the wearer.. there is enough leakage around the edges of the mask that incoming contamination is barely reduced.

If this is referring to the new coronavirus, let us not forget the EVERY YEAR the seasonal flu infects millions, hospitalizes hundreds of thousands, and kills tens of thousands. Currently the corona virus has a mortality rate of about 3% while the seasonal flu is about 10 percent. https://www.cdc.gov/flu/about/burden/index.html
