"Check out the flag I designed for Billytopia." "Every great flag is made up of a few carefully chosen symbols that embody the country." "The single white dove says we are a place of peace, but the twelve sharks show that we're not wusses. These gnomes here tell people Billytopia is a magical place, and the laser beams here mean we like lasers." "What's that shining thing holding the scale?" "That's the flaming wombat of justice." "Oh, of course."

Too true. Most US State Seals are hodgepodges of symbolism which runs the gamut from banal (dude with a plow) to the obscure (some sort of animal head on the New Jersey seal) to the irrelevant (sailing ships are very popular), and all of them a classless jumble which, in small sizes, are mercifully indecipherable.
