Whenever I see a dog tied up like that I think the “master” is a cruel one. That person thinks that s/he is taking the dog for a walk and the dog should be grateful that it is getting fresh air. I think it is very cruel to tie up the dog like that and go shopping or for a coffee We never ever tied up our dogs.
