What Barr summarized (if you can trust Barr) is that Mueller found nothing that rose to the level of an indictable criminal offense.
We do not know if that is because Mueller found no collusion at all, which would mean completely ignoring the June 2016 Trump Tower meeting, numerous contacts between Trump campaign officials and high Russian officials, the campaign chair, Paul Manafort, giving polling data to the Russians, a subsequent campaign chair, Steve Bannon, working through his Cambridge Analytica to coordinate social media with Russian hackers in the St Petersburg Internet Research Agency, Roger Stone repeatedly contacting Russian hackers such as Guccifer 2.0 and Trump’s business negotiations regarding a Trump Tower Moscow.
We do not know if it means that, yes, there was a lot of collusion but did not rise to the level of criminal conspiracy sufficient to indict, or it was not indictable merely because of internal Department of Justice internal rules (not the law or Constitution, internal DOJ policy), yet would be of relevant interest to the voting public and to Congress.
The only way we can find is to release the entire Mueller report, whole and unredacted, including all underlying evidence and documents, TO THE CONGRESS, with selected redactions of sensitive material from the general public.
And every time Barr and Trump swear on a stack of Bibles that Mueller exonerates Trump but can’t let us see the proof, it raises the “barr” of suspicion.
