My suggestion in 2001 was to militarily target Al Qaeda very specifically (and not just any “suspects”) while destabilizing the Afghan government by dropping very large quantities of decadent and sinful western consumer products all over the country. It would have cost Billions and may not have worked, but would have been better, cheaper and cost fewer lives that what they did.
Did the CIA go wrong because they were out of their area of expertise, unable to assess the situation in a non-white, non-Christian society? Did they get it right and just tell Curious George what they thought he wanted to hear? Or, did they get it mostly right (money talks no matter what society you operate in) and tell it wrong because their major motivator is to advance the American Empire and further enrich the military-industrial complex and its rich owners?
