You want a tax program that delivers benefits to the middle class without increasing the deficit? Make Social Security and Medicare taxes deductible from AGI, then raise the taxable earnings cap to make the change revenue-neutral. Increase fairness, delivers the benefits to working Americans. Which is why the Trump-McConnell clique will never support it.
