You are correct that he did not negotiate it (George HW Bush’s administration did). However, Congress ratified NAFTA during Clinton’s terms, and he did sign the ratification bill (in 1994).
If the Rump didn’t make the deal, it’s the “worst deal in history”. He dismantles previous deals then hastily slaps together new ones just for the sake of putting his name on it.
