The neighbors using the patio as a personal walkway needs to be stopped! You could always build a cat tree yourself. We built a cat castle out of boxes.
True story…my mom had a male orange tabby at one time for whom she bought a scratching post. The cat wouldn’t use his scratching post and so my mom had to return the scratching post, saying to the person who handled the return, “My cat won’t use this.” She said that having to do that was humiliating.

Go to Costco and get a bunch of free boxes to arrange as you desire. Replace as needed.

I once saw a cat tree shaped like the Enterprise, if you like Star Trek.
My cats like boxes and cat trees.
