Kinda small for a hawk. I would have figured him for a (short) falcon of some kind.

I was pretty sure he was a hoopoe…

Well, you do have a red tail.

I have a pair of redtail hawks on my property, and they are only red under the tail. They are too small to take birds so their prey is rodents. I’d guess he’s more of a discount cardinal.
