    Ideally, the balloons are limited to what is necessary to nearly achieve neutral buoyancy, so that the fans are sufficient to maintain altitude as well as provide lateral motion.

    Uh, is the wind blowing the right way? What, if it changes direction? I am just offering a rough idea as to why no one has tried this before.

    To lift all that, the balloon bundle would need to be about a half block in diameter. Hot air in a single envelope would be more efficient.
