Why do people always say 'no offense' right before they're gonna offend you?

And “with no disrespect” just before an insult…
No offense, but I find this cartoon is offensive.
Speak for yourself, dear.
It’s the polite weay to offend
Don’t take this the wrong way, BUT…
Basically, people make these disclaimers because they’re cowards trying to avoid responsibility for the nasty thing they’re about to say.
I always hear ‘no offense’ after the insult.
Or my least favorite, “Just Sayin’”.
