My brother and I would take a train downstate from our home to stay for a couple of weeks with some people who weren’t even relatives. Train personnel would watch out for us and tell us when we were near our destination. I am pretty sure that the same thing would happen with air travel.
Get a non-stop flight. Cost is same as for an adult, and the crew is responsible for “handing” off the youngster to a previously named adult. My daughter flew as a solo 11 year old this way. It worked well, just have to trust the airline you choose to use.
My oldest two boys did it a couple of times from California to their Grandmother in Arizona. Paid a little extra for a stewardess (flight attendant now?) to make sure that they were delivered to the correct person on the other end. Airlines may lose your luggage but they never lost our kids.
