Sooner or later your cat will “express himself” to a large aggressive dog, a coyote, or the wheel of a car. Keep them home! If you think they need outside time, build them a “cat-io”, a screened enclosure where they can feel the breeze, bask in the sun, and watch the birds (without slaughtering them). There are enough feral cats (hopefully spayed and neutered by caring humans) to help keep down the varmint population down.
The only thing sadder than a human being who believes he “NEEDS to express himself” and that trumps all is a human being who projects such onto a perfectly fine animal.

If not for cats we would be overridden with invasive species like sparrows, Yorkshire terriers and small children.

I tried that with one of my wife’s cats one time. They can get out of anything.
