Those two aren’t on the violator’s property. They are outside the fence, which is city property. Sidewalks and beyond (parkway and street) are city property though we are supposed to take care of the sidewalks and parkway. There are people in every neighborhood whose yard looks like the one in this strip. A real detriment to the area!
