Actually, Obama promised to do more, took some of the blame, and gave a good talk based on science. The Republicans are trying to undermine him, of course, because undermining their country overseas is the new normal for the GOP.
Most Americans accept it, but I find the our representatives (at least mine) have other goals than doing what the people want.
“Only 16% of Americans believe there is not enough evidence to prove global climate change is real, the lowest percentage since a survey began asking the question in 2008.”http://time.com/4073881/climate-change-survey-united-states/
Many solar and wind projects are getting significant improvements. Wind turbines especially have been redesinged to reduce bird strikes. The solar concentrator in the steam plant leads to birds flying into that focused beam, and indeed is a problem. The bigger problem is all the acres of desert habitat being taken over/destroyed to accommodate solar farms.
It boils down again to the real issue for all countries is NOT just finding alternate sources to fossilf fuels, but focusing on conservation of energy, and eliminating the waste of energy that still prevails.
The finger pointing has reduced significantly in recent years, and progress is being made, but industry, not governments, are the main objectors to real progress.
They need to stop doing anything, because stealing money from everyone isn’t going to benefit the environment, it will only accelerate it’s destruction.

I like it that speech balloons seem to be physical objects, with three dimensions, like pieces of cardboard with the words printed on them.

Individuals can’t make much of a difference just by putting solar panels on their houses. We need corporations and governments to do so.

It is not up to the political leaders to act upon man-interfered climatic change. Any decision to act is made by THEIR masters.
