Why do they call them rest rooms? Do people go there to rest?
Can you call it a bathroom if there is no place to bathe?
Men’s room and Women’s room might be appropriate but that sort of has the connotation of a place where you store men or women.
Lavatory is probably a correct term in that most places that provide this function also have places to wash up, but this term does not completely describe the function of the room.
