A T-Rex wouldn’t make its mouth/nose smaller it would have made it bigger. The joke here would be having its arms made longer.

There must be some evolutionary advantage to vestigial arms. The Allosaurus had them too. The two beasts lived about 80 million years apart. So evolution produced short arms not only once, but twice.
