The Monroe Doctrine was an Anti-Imperialist common defense proclamation to protect our New World neighbors of north, central and south America from the colonial empires of Europe…how is that relevant here ?

There is a big difference in being in the sphere of influence of and inclusive society as opposed to an extractive oligarchy that does not invest in its population. The average Russian male has a life expectancy in the fifties which says something about how the Russian government treats its own people much less those in its spheres of influence.
