The difference between the USA and other nations is just exactly this: The USA has literally insane gun laws. Fix that first, eh?
FYI – the TRUTH is that in the early US, because there was no military or police, every white male was REQUIRED to own a gun so all of them could serve in the “well-regulated militia.” SCOTUS got it wrong about “bearing arms” meaning carrying a gun for self-defense. The common meaning of “bearing arms” then was “serving in the militia.” And many, many places in those days had restrictions on who could carry guns outside that militia, and where.
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed (2nd Amendment to the U.S. Constitution)
In District of Columbia v. Heller, the Supreme Court affirmed for the first time that the right belongs to individuals, for self-defense in the home, while also including, as dicta, that the right is not unlimited and does not preclude the existence of certain long-standing prohibitions such as those forbidding “the possession of firearms by felons and the mentally ill” or restrictions on “the carrying of dangerous and unusual weapons” (Wikopedia).
Until someone can come up with a fix for this stupidity, let’s do just this:
Institute an ENORMOUS tax rise on ALL gun and ammunition purchases.
With no possible exceptions ’cept sales to the ACTUAL MILITARY!
Congress can do that, and it doesn’t impact the Second Amendment whatsoever – after all, purchases of guns and ammo are currently taxed, and Congress already knows how to raise taxes. There’s nothing in the Second Amendment that addresses affordablity.
Then the mentally-deficient “little people” can still own their own winkle-enhancers, and feel brave – and relevant – or whatever.
Eventually mass shootings would decrease – but we’ve already tried doing nothing, and that doesn’t work.
And the revenue will serve to lessen the national debt.

To pass common sense gun legislation you would need either a Democratic super majority in Congress, with a Democratic president, or put it to the states in the form of an Amendment to the Constitution. Given that the Republicans are now actively working on two plans to eliminate two-party rule in the United States, arm yourself and be woke (situation awareness) as nothing is going to change.
