XTERM55 is correct. I had an electric fence once. Unless there is a connection to ground, there is no current flow. The birds would be safe.On a side note, my cats had somehow figured it out. Anytime they wanted on the other side of the fence they would do it by jumping through the fence and avoid being grounded if they happened to touch the wire in passing.
