    It’s truly sad. In 1992, the typical person in federal civil service was competent and well-trained. Clinton changed the rules in 1993, waiving qualifications. And thus creating a civil service dependent upon politics rather than competence to keep their jobs. Bush didn’t clean house nor try to reverse Clinton’s changes, and today the typical person in federal civil service lacks both an appropriate degree and experience. Thus they have to be loyal to the president to keep their jobs. I can’t imagine that not having been the intent.

    Lady writing to farm advisor:
    I have about 50 chickens, and about once a day one will act tipsy, make squawking sounds, finally fail to walk at all, lay down and become cold and stiff a few minutes later.
    Can you tell me what’s wrong?
    Madam, your chickens are dead.
    (in all fairness, most farm advisors are well above the level that was depicted on Green Acres.)
