I once pointed out to a young man that he was parking in a handicapped spot.
His gracious reply: Tell someone who cares.

Last time I was through Indiana any of their Law Enforcement Officers might have cared very much. Signs at the border: “Welcome to Indiana!” “Improper use of Handicap Parking $500 fine.”

Better than the one I saw entering Nevada in 1970:
“Don’t gamble with marijuana !” In Nevada: Possession=20 years. Sale=Life.

He was obviously entitled to use the handicapped space,
being both morally and mentally handicapped.

There were no automobiles in the Middle Ages. It’s a parody of modern life.

Aye I’ll be siding with the ticket issuing officer. I’ve seen far too many non-handicapped cars parked in handicapped spots;and the ONLY handicap the car’s owner is suffering from is a MENTAL ONE!

As one who IS partly disabled with a nuked (literally) immune system, I don’t support most of the persons who have such permits because they are not disabled as far as the ability to walk. Plus it’s an extremely common practice to use someone else’ permit in order to get a prime parking spot.
I’ve been told I should get a permit and I flat-out said I don’t need one. Good grief, I run several times per week. It’s not my legs or the ability to use them that’s a problem. Let the spots be used by someone who actually needs them. But the law makes no distinction between types of disabled.
It would be reasonable to allow persons who have broken a limb or are temporarily having trouble with mobility to use the spots. Such as those who have had surgery. Or had a knee or other parts of a leg rebuilt. Takes a while for things like that to heal.
Switzerland actually fines people incredible amounts if they are rich, when they park illegally. That is wrong for two reasons: 1. the law is not supposed to respect persons, i.e., the law is supposed to be the same for everyone, and 2. it’s a dishonest form of taxation.
I prefer Finland’s approach: they let the air out of all four tires when someone is parked illegally. That means a headache for either rich or poor.

So break his legs … then he has an excuse.

Good on you! My uncle was like that. He lost both of his legs in Viet Nam and hated prosthetics (he said they were too uncomfortable) but could still drive He almost never took advantage of his parking permit. He died a few years ago and I still miss him.

Not all handicaps are visibly apparent. Be careful who you judge. Some handicaps are not a “mobility” impairment, but respiratory-related or of similar issues. Some HP permit holders are allowed to park in HP spaces because of who they are transporting (and they usually know that they cannot park in a HP space when they’re not transporting the person who the permit is issued for).
