Protect the institution of scouting. Rebuild and rehabilitate it. But punish the offenders and the adults who remained knowingly silent to the full extent of the law. If predators left scouting and assaulted other children because the scouting organization failed to report the predator, add that crime to those of the silent enablers.
And one quick note- this organization that has so shunned young men who considered themselves gay, even though they were not sexually active, has now been accused of having heterosexual male predators preying on young boys. Are you sure this is a rational policy, BSA?
sadly,

Scouting, “the church”, be it Roman Catholic, or evangelical “mega-church” leaders on television, amazing how many in so many in “institutions” should be institutionalized.

Breen is confusing the BSA with the RC church. Priests were moved to other parishes so that they could keep on molesting children. The Scouts used the secret files to ban accused persons from contact with children, which is good as far as it goes. The problems were (at least) twofold. One, there was no real investigation, so almost certainly some innocent persons were ostracized. Two, the Scouts organization is not exactly the only place a pedophile could find victims.
