From what I recall, Jon Stewart called him out on that. Obama later said that the teleprompters were for a subsequent address in the same location.

The teleprompter is also…has gotten….old, too. Romney, on the other hand, has finally learned to repeat the same pieces of misinformation and lies off of the top of his pointed head…and over and over and over again. I’ve done media work in past years, been a target for interviews, and I almost always had some notes ready to keep me and the reporter focused. While staying on topic has become less relevant in politics, it still can be important in the communication component.
