Do you think he does care? He’s possibly just being practical. Because it sounds to me as if Trff is hoping to enlist Duke’s help here. I can see why he wouldn’t want that.

No. I think Duke sees Trff as hard to handle. He wants to make him pliable and obedient so that Duke can arrange with his CIA cronies to return Trff to power in Berserkistan. (My prediction only; I could be wrong.)

Trff didn’t pay for his extraction from Berserkistan; the CIA “black ops” did. (YOUR tax dollars at work!). Likewise, Trff won’t pay for his reinstatement; the CIA will. (Again YOUR tax dollars at work!)
