Painting info (who/what/when/where) — clicking the image in the Wikipedia page devoted to it, actually shrinks it. So far, only (click image there and use browser zoom to enlarge) work by this artist to appear in Mr. Melcher’s blog.
I looked at the enlargement. The gentleman is not displaying a Cross of Malta anywhere I can see. A Cross of Malta has four expanding rays. Those medals have five rays, except for the Latinate Crosses. I would need a better view of the painting to tell exactly what those medals indicate.
Aside: Dressage refers to a particular set of equestrian exercises.
