In a country with millions in abject poverty, corrupt military and intelligence services, lots of weapons and a history of violence, I’d build a wall, too, if I had the means. I don’t think this would “shout” anything in Pakistan, or here, for that matter.
I’m sure someone in the intelligence service knew, but we’ve always known there were radical sympathizers in these orgs. That doesn’t prove the top brass knew anything, though they might have.
