Hercule Poirot was similar. In “Three Act Tragedy”, a perceptive character asks Poirot why it is that he sometimes seems to speak English much better than at other times. Poirot replies that most people see foreigners as either comical or sinister and he tries to appear as a comical foreigner rather than a sinister one.
Stereotypes sometimes help humour, but here the mispronunciation doesn’t add to the joke, just to the character. It’s also fun to see the difference between now and 50 years ago.
1970 comic… Go back further to the early 1900s for “Little Nemo” and see a lot more political incorrectness. I’d judge it if it were done now, but times really have changed.
