I agree that in real life, once a suspect draws a gun and begins pointing it at a cop, he (the suspect) is toast. This makes for good art, but not good depiction of police methods.
Speaking of the art, Joe seems to be going for those classic Batman drawings where Batman is in action in the foreground, while his costume provides a stylized shadow of a bat in the background. With Tracy, it’s his classic profile, but the same idea. (Gee, now I feel like looking up some of my Batman reprint books featuring art from the 1950s.)
