Any of the Overlords can do so as they are generally autonomous within the Imperium—rebels use the specially bred pigs to be the antidote to them.
The Terrax Imperium comes together after the fall of the Holy American Empire about 258 years later in most of N. America and part of what was Russia and Canada and dominate the North Polar sea as it freezes again.
