I guess this was funny in the language it was originally written in.
I suspect the original was written with a gross error in it. It likely was supposed to say "Is it OK if I call a mule “policeman.”
And frame 2 should have read "So I mustn’t call policeman a “mule.” I think Bud Fisher must have written this after a trip to the local pub.

I understand Fisher’s staff might not always have had the best lettering, but surely someone could check the computer-typeset replacement to see if it even parses?
I’m trying to figure out where Jeff came up with a five dollar bill to pay his fine?
