Reminds me of the question once asked on “Car Talk”; “Dear Tom and Ray, Every time I rebuild a carburetor, I always have some parts left over. How many times do I have to rebuild it until I have two of them”?
In my youth I had a ’66 Galaxie; at 9 yeras old the dash lights were burning out. I think I replaced 6 of them in the year I drove it. Every time I put a screw back in every hole; every time i had one left over.

Why not? It seems like every time they cut on me I lose a part but I’m still around and getting by.

I’ve put lots of things back together with extra parts left and they still work. Why do they put them in in the first place. Just to charge us more!

If that mower had been in my garage, it would probably be something I had left on the mower while I tried to figure out where it really went.
