A rest stop on I-80 at the PA-NJ border has a whole wall of them (don’t think it had any other drying options). Some wag had written “press for a message from your congressman” on the wall.
Mythbusters did a show on various hand washing options after going to the bathroom. Soap and water is, of course, the best but even rinsing and drying with a paper towel is very effective. The blowers just blew the germs around.

People say they are ecologically sound. They save trees by burning coal at the power plant. About the best that can be said is that they are economical – and you don’t have to pay someone to fill the dispensers and empty the trash and they are better than nothing.
