But you got it wrong with North Korea. EVERY time we have tried to “talk” with them, for over 60 years, THEY have found a “reason” to withdraw from talks, or to “blame” us for their recalcitrance. This is the only country that has REFUSED to sign a peace treaty, because the Kims WANT TO stay in power AT ALL COSTS!
