In Florida the ticket would be excused if the rider had insurance. I can’t see the difference between riding without a helmet and not buckling a seatbelt.
As long as you have insurance to cover your hospital expenses, I don’t care if you want to ride helmetless and increase your chances of becoming an organ donor.

Pretty sure NY’s law is for motorcycles, not horses. They do have one for young kids on bicycles too!
