It’s about “probable cause”, observed misdemeanor offenses,or again reasonable suspicion that a felony occurred not in the officer’s presence, before they stop and search a person, vehicle, etc..

Fascist and racist Trump wants to load those areas with police and start an unconstitutional stop and frisk program.
