With about 1% of the US adult population incarcerated, it’s hard to see an overly liberal penal code…

What if you shoot him on 4th Ave? Perhaps, the shoot anyone on 5th rule does not apply in Brooklyn or Jersey.
But our legal code isn’t liberal except to white males, the more money you have the nicer and more equal it becomes.
