Competition is the answer. Get school bands to compete against each other, so that schools will want to give them more money to stay competitive in the eyes of their peers, just as sports do.
Permian High School…MOJO…..years ago they went to upgrade the school computer classes.They bought brand new high dollar ones for the football team….the computer class got their old DOS systems.They would recruit from out of state….bring them to Odessa Texas where their dad would get a job with some oil company….once the kid was used up to win state championships…..dad was fired and the next crop was brought in.
I’ve gotta ask: Has there ever been an instance (or several) where a school took money raised by the band, for the band, and gave it to the Sports team(s)? It just sounds like something that a heavily sports-oriented school would do.

Since all these strips are reruns, it shouldn’t be hard to completely automate the uploading process so these hang-ups never happen.
