I’m beginning to think that today’s ’toon is not much of an exaggeration. The D.C. Metro has become the prime example of Epic Fail, but since Congress ultimately controls what happens with it, I doubt it will improve any time soon.
Congress does not control Metro. It is a cooperative between VA, MD and DC. The Feds kick in money, that is until recently when whichever alphabet agency took direct control since the only thing metro could do was ask for more money, which was never spent on safety or performance.
