So when the government auctions off Ron's stuff, Bolton tries to buy back the songs he stole with the money he owes Ron!! What do you mean that's not illegal? When crime is organized enough, it isn't even against the law...

I think all the commentors have it right. Big Business does run the government now so Big Business is using Government as the legal front for their organized crime activities. You know criminals have to have a legal place to invest their money so Big Business spends it buying a government that works for them.
