Ummm, if the oxygen level is that low, it will not support open flames. People can breathe in levels of oxygen so low that open flames cannot exist. Witness US submarines in WWII. The sailors could not smoke when under the surface for long periods – not because it wasn’t allowed, but because after a few hours the oxygen levels were too low for the cigarettes or pipes to stay lit, even with carbon dioxide scrubbing filters. Yet they could breathe without oxygen bottles. Hence, if the people need help breathing, there is not enough oxygen to support flames to burn the lab and create dense smoke.
Ok, I went away and came back in a week and can now appreciate the progress of the strip. Unfortunately I don’t like how it’s going. I think I’ll just skip it.

Perhaps the O2 is coming from the supplies in the burning lab. Or: there may be some other oxidant in the lab.
