No…He’s injured so he’s pretending to be a dog so someone will feed him!
It’s a CARTOON!!! He’s a pigeon (probably) with a broken wing and can’t get to the roof to eat/socialize/whatever unless he gets that ride. (Now, to find someone to open the door to the roof!)
